Principal contact and technical expert for GIS at Baystate Health/Baystate Medical Center. Provide overall project management, direction, and development of GIS resources and organization-wide implementation of GIS. Senior Research Scientist/Geographic Information Systems Coordinator, New Jersey Dept. of Health & Sr. Services, Cancer Epidemiology Service, Trenton, NJ. Responsible for developing, organizing, and coordinating GIS resources within Cancer Epidemiology Services and State Cancer Registry. Spatially enabled and maintained State Cancer Registry geocoded database of 1.6 million addresses. Evaluated geocoding processes and applications. Provided internal instruction on basic GIS concepts and use of ArcView software. Principal Investigator on CDC funded $138K GIS grant to investigate factors affecting late-stage prostate cancer incidence and mortality. Served as NJDHSS representative on state-wide interagency GIS committee. Provided primary GIS support to CDC during anthrax investigation of Hamilton Mail Processing Center and other NJ postal facilities. Provided GIS support to State Epidemiologist during initial state-wide mapping to support West Nile Virus outbreak in 2000.

Established and managed an exploratory regional office in eastern PA for a western PA based environmental engineering firm. Responsible for all marketing and GIS-based technical environmental consulting out of the eastern office. Provided GIS input for program development for state-wide tourism promotion project. Provided GIS support for major regional transportation project proposal.

Independent Consultant (Health Geographics), Alburtis, PA. Provided GIS services to hospital-affiliated family practice in Lehigh Valley, PA. Provided GIS-business assessment services to proposed hospital venture in Lehigh Valley. Completed needs evaluation, data acquisition and system services for cable TV company’s GIS-based job sketch system. Completed health and demographic data acquisition, analysis and GIS-based presentation support to a regional hospital for a two-county community health status assessment. Provided GIS training and software acquisition for Lehigh Valley-based national community health status assessment consultant. Consulted to VA-based national health information consulting firm on proposed expansion of services to include GIS.
September 1976 – August 1995
Project Scientist/ Sr. Project Scientist/ Sr. Scientist Consulting, Pennsylvania Power & Light Co., Allentown, PA. Responsible for a wide variety of aquatic and terrestrial environmental assessments and research. Established unique industry-agency program for cooperative monitoring and assessment of power plant impacts on aquatic life. Designed and built three effluent bioassay/biomonitoring laboratories. Provided GIS support for several electric transmission line and substation siting projects. Performed GIS analytical support for priority ranking of 400 remediation sites and a 500 acre industrial facility siting project. Represented Environmental Department on 8-month corporate information strategy team which, as a result of my involvement, recognized GIS as a critical core technology. Made significant contribution to PA Dept. of Environmental Resources wetlands protection regulations which remain in effect today. Project Manager for 2.5 acre wetlands mitigation project.
August 1972 – August 1976
Aquatic Biologist, Consumers Power Co., Jackson, MI. Responsible for aquatic biology studies at electric and gas generation facilities. Managed the National Pollutant Discharge Elimination System permitting program. Carried out six cooling water intake (“316b”) and discharge (“316a”) studies.
